Tokayev’s State of the Nation Address Launches “People’s Construction” Drive and Economic Overhaul

PN Report

Astana : President Kassym-Jomart Tokayev used his address to the Kurultai to set out Kazakhstan’s priorities for a “new historical cycle,” stressing unity, discipline and sovereignty amid global uncertainty, and the newly effective Constitution.

The centerpiece is “People’s Construction,” the largest infrastructure programme in the country’s history. About 6.5 trillion tenge from the National Fund will be allocated through 2029, with 1.5 trillion for social projects by early 2027. The first phase includes roughly 70 healthcare facilities and 50 educational, sporting and cultural sites. Tokayev proposed declaring 2027 the Year of Nationwide Large-Scale Construction.

He prioritized logistics, citing the Bakhty–Ayagoz railway, the Aral–Caspian corridor and border-crossing upgrades, and ordered all roads placed under the Transport Ministry. He set a goal of an electricity surplus by 2029, backed by nuclear plants at Balkhash and Moyynkum and a state uranium reserve.

Other measures include long-term farm financing, a Baiterek-led investment policy, an Alatau Investment Court, and a possible three-year inspection moratorium for small businesses. He floated higher taxes on substantial wealth, a new Civil Code by end-2027 and a people’s digital economy with asset tokenisation.

Social steps include raising the minimum wage from 85,000 to 110,000 tenge and primary-care pay by up to 40 percent from January 2027, along with more targeted benefits. Public administration reform plans are due by June 2027.
